Happy Picard

Use Happy Picard when someone's actions are overly optimistic in a serious situation.

What it expresses: A person's optimism clashing with the gravity of a situation.
Example: For example, when a leader is overly cheerful during a crisis.
When not to use it: Avoid Happy Picard when the situation lacks both optimism and crisis; the image would suggest the wrong relationship.
